Earth had an abnormal amount of chakra compared to the fruit momoshiki ate meaning that kaguya a lot more chakra than momoshiki meaning that kaguya is stronger especially by feats. Momoshiki was never out right stated to be stronger than kaguya, it was just that kaguya feared momoshiki, Kinshiki, and urashiki’s arrival to earth.

In fact, the most likely case scenario of a battle between Madara and Guy would be a one-sided beating; and that's not an exaggeration, it's just how monstrous the man known as Madara is. One main reason is that, contrast to popular belief, Hagoromo does not posses the rennisharigan and thus didnt gain the power of the god fruit when he absorbed Kaguya and the ten tails.
